Indonesia’s Malacca Strait ‘toll’ proposal violates UNCLOS. Is there an alternative?

The idea is deeply controversial. If seriously proposed, it would face fierce opposition through legal, diplomatic, and even economic means. At the very least, it could hurt Indonesia’s credibility.
